The Ukrainian word "hromada" encapsulates two meanings – that of a municipality and its local community, and that of the territory it inhabits. The past decade has been decisive for Ukrainian hromadas. An ambitious decentralisation reform breathed new life into the municipal movement, aiming to bring resources and new opportunities to remote areas. It also led to a major consolidation of municipal territories, necessitating a reconfiguration of approaches to local planning and service provision. Undoubtedly, the debates on territorial disparities, integration and cohesion would remain a chief concern for planners and policy-makers for the years to come. However, a series of external crises, culminating in the ongoing war of attrition instigated by the Russian Federation, put the capacity of hromadas to an early test. The benefits of local empowerment to make decisions and swiftly act on them have been discussed as a factor contributing to Ukraine’s resilience amid the hardships of the past years. Yet the challenges of coordinated territorial development have not disappeared and continue to persist in the background. This publication guides the reader through these challenges as they stood in 2024-2025, and outlines what a spatial planner may encounter while working with a Ukrainian hromada.
The core of this publication is a set of 36 expert interviews collected between April and September 2025 in three Ukrainian municipalities: Lvivska, Poltavska, and Sumska hromadas. The primary inquiry was about the local spatial and strategic planning processes undertaken after 2022. The secondary inquiry was on the general practices of territorial governance, particularly in relation to peripheral and remote areas.
