The definition was taken from the exact text of the Debian Free Software Guidelines, written and adapted primarily by Bruce Perens with input from the Debian developers on a private Debian mailing list. The document was created 9 months before the formation of the Open Source Initiative. Open source doesn't just mean access to the source code.

It is a California public-benefit nonprofit corporation, with 501(c)(3) tax-exempt status. The organization was founded in late February 1998 by Bruce Perens and Eric S. Raymond, part of a group inspired by the Netscape Communications Corporation publishing the source code for its flagship Netscape Communicator product. Later, in August 1998, the organization added a board of directors.

Open-source governanceOpen-source governance (also known as open governance and open politics) is a political philosophy which advocates the application of the philosophies of the open-source and open-content movements to democratic principles to enable any interested citizen to add to the creation of policy, as with a wiki document. Legislation is democratically opened to the general citizenry, employing their collective wisdom to benefit the decision-making process and improve democracy. Theories on how to constrain, limit or enable this participation vary.
Rapid transitRapid transit or mass rapid transit (MRT), also known as heavy rail or metro, is a type of high-capacity public transport that is generally built in urban areas. A rapid transit system that primarily or traditionally runs below the surface may be called a subway, tube, or underground. Unlike buses or trams, rapid transit systems are railways, usually electric, that operate on an exclusive right-of-way, which cannot be accessed by pedestrians or other vehicles. They are often grade-separated in tunnels or on elevated railways.
