The principle behind such a structure is that if enough input is provided by multiple types of actors involved in a question, the eventual consensual decision gains more legitimacy, and can be more effectively implemented than a traditional state-based response.

Summative assessmentSummative assessment, summative evaluation, or assessment of learning is the assessment of participants in an educational program. Summative assessments are designed to both assess the effectiveness of the program and the learning of the participants. This contrasts with formative assessment, which summarizes the participants' development at a particular time in order to inform instructors of student learning progress. Sustainable design seeks to reduce negative impacts on the environment, the health and well-being of building occupants, thereby improving building performance.
Sustainable developmentSustainable development is an organizing principle that aims to meet human development goals while also enabling natural systems to provide necessary natural resources and ecosystem services to humans. The desired result is a society where living conditions and resources meet human needs without undermining the planetary integrity and stability of the natural system. Sustainable development tries to find a balance between economic development, environmental protection, and social well-being.
Building performanceBuilding performance is an attribute of a building that expresses how well that building carries out its functions. It may also relate to the performance of the building construction process. Categories of building performance are quality (how well the building fulfills its functions), resource savings (how much of a particular resource is needed to fulfill its functions) and workload capacity (how much the building can do). The performance of a building depends on the response of the building to an external load or shock.
