In this work, we introduce HomogEneous and Layered medIa Optical Scattering (HELIOS), a surface integral equation solver designed to model electromagnetic scattering by nanostructures within stratified media. Our method utilizes the layered medium dyadic Green's tensor, where Sommerfeld integrals are computed using stable contour integration techniques. By adopting the matrix-friendly formulation alongside a tabulation-interpolation strategy, the implementation achieves both accuracy and numerical stability, even for objects touching or intersecting layer boundaries. The capabilities of the solver are demonstrated through the analysis of a gold dimer situated at an air-SiO2 interface. The resulting optical cross sections and near-field map confirm the accuracy of HELIOS for simulating light-matter interactions in layered backgrounds.
