The role of resources efficiency in the German transformation of the energy system

Abstract

With its Energy Concept and the related decisions taken by the government, the road is paved for the transformation of the German energy system. The strategic documents include measures, indicators and targets in the fields of greenhouse gas emissions, energy efficiency, buildings, transport and renewable energies. The implementation of the transformation has strong implications for overall resource use, and resource efficiency plays a crucial role for the success of the transformation. This paper is dedicated to analyse this relationship in more detail.

Efficient energy use

Efficient energy use, sometimes simply called energy efficiency, is the process of reducing the amount of energy required to provide products and services. For example, insulating a building allows it to use less heating and cooling energy to achieve and maintain a thermal comfort. Installing light-emitting diode bulbs, fluorescent lighting, or natural skylight windows reduces the amount of energy required to attain the same level of illumination compared to using traditional incandescent light bulbs.

Energy system

An energy system is a system primarily designed to supply energy-services to end-users. The intent behind energy systems is to minimise energy losses to a negligible level, as well as to ensure the efficient use of energy. The IPCC Fifth Assessment Report defines an energy system as "all components related to the production, conversion, delivery, and use of energy". The first two definitions allow for demand-side measures, including daylighting, retrofitted building insulation, and passive solar building design, as well as socio-economic factors, such as aspects of energy demand management and remote work, while the third does not.

Renewable energy

Renewable energy is energy from renewable resources that are naturally replenished on a human timescale. Renewable resources include sunlight, wind, the movement of water, and geothermal heat. Although most renewable energy sources are sustainable, some are not. For example, some biomass sources are considered unsustainable at current rates of exploitation. Renewable energy is often used for electricity generation, heating and cooling.
