Abstract

Das bundesrätliche Klima- und Energielenkungssystem (KELS) verspricht mehr Kostenwahrheit und Lenkungswirkung. Das Einzige, das mit der aktuellen KELS-Vorlage erreicht wird, ist dass die Förderprogramme im Gebäudebereich und andere Massnahmen für mehr Energieeffizienz sowie die kostendeckende Einspeisevergütung (KEV) für den Ausbau der Erneuerbaren abgeschafft werden. Das ist unnötiger Polit-Pragmatismus und entspricht in keiner Weise der neueren ökonomischen Lehre einer ökologischen Steuerreform.
