Early detection of cognitive decline remains challenging. Periodic clinical assessments miss subtle changes, and centralized data processing raises privacy concerns. This paper introduces NeuroCare-SCC, an integrated framework for consumer electronics that enables early detection and management of cognitive decline. The framework combines multimodal sensing (EEG, speech biomarkers, eye-tracking) with 6G-enabled communication and on-device federated computing. A novel cross-modal channel attention mechanism fuses heterogeneous data streams effectively. Adaptive cognitive training interventions are delivered through augmented reality interfaces with closed-loop feedback. Evaluation with 150 participants demonstrates a 13.1 percentage point improvement in classification accuracy (from 78.3% to 91.4%) and reduced latency compared to existing systems.
