This lecture covers the transition from a vertically integrated electricity supply structure to an unbundled system, where electrical energy is managed by independent providers and delivery is overseen by TSO/DSO. It explains the market mechanisms, transmission pricing, congestion management, bidding strategies, system security, and ancillary services in the context of power system restructuring and deregulation.

Sidi-Rachid Cherkaoui

Rachid Cherkaoui received the M.S. degree in electrical engineering and the Ph.D. degree from Swiss Federal Institute of Technology (EPFL), Lausanne, in 1983 and 1992 respectively. From 1983 to 1987, he worked at Entreprises Electriques Fribourgeoises (Swiss electrical utility) developing a state estimator and security analysis tools for the HV transmission system of that company. From 1987 to 1992, he joined the power system laboratory of EPFL where he achieved his Ph.D. thesis in the field of optimal operation topologies for distribution systems. In this respect, he was the recipient of the ABB Swiss Award83. Since 1993, he is leading the research activities in the field of optimization and simulation techniques applied to electrical power and distribution systems. Presently his main research topics are electricity market deregulation, distributed generation and storage, and, power system vulnerability mitigation. He is senior member of IEEE, member of technical program committees of various conferences, member of CIGRE task forces C5-2, and IEEE Swiss Chapter officer since 2005. He serves regularly as reviewer for different journals and conferences. Dr. Cherkaoui is the author or co-author of more than 50 scientific publications.

Electricity market

In a broad sense, an electricity market is a system that facilitates the exchange of electricity-related goods and services. During more than a century of evolution of the electric power industry, the economics of the electricity markets had undergone enormous changes for reasons ranging from the technological advances on supply and demand sides to politics and ideology.

Power system operations and control

Power system operations is a term used in electricity generation to describe the process of decision-making on the timescale from one day (day-ahead operation) to minutes prior to the power delivery. The term power system control describes actions taken in response to unplanned disturbances (e.g., changes in demand or equipment failures) in order to provide reliable electric supply of acceptable quality. The corresponding engineering branch is called Power System Operations and Control.

Transmission congestion

Electricity transmission congestion is a condition of the electrical grid that prevents the accepted or forecasted load schedules from being implemented due to the grid configuration and equipment performance limitations. In simple terms, congestion occurs when overloaded transmission lines are unable to carry additional electricity flow due to the risk of overheating and the transmission system operator (TSO) has to direct the providers to adjust their dispatch levels to accommodate the constraint or in an electricity market a power plant can produce electricity at a competitive price but cannot transmit the power to a willing buyer.

Electric power industry

The electric power industry covers the generation, transmission, distribution and sale of electric power to the general public and industry. The commodity sold is actually energy, not power, e.g. consumers pay for kilowatt-hours, power multiplied by time, which is energy. The commercial distribution of electricity started in 1882 when electricity was produced for electric lighting. In the 1880s and 1890s, growing economic and safety concerns lead to the regulation of the industry.

Regional transmission organization (North America)

A regional transmission organization (RTO) in the United States is an electric power transmission system operator (TSO) that coordinates, controls, and monitors a multi-state electric grid. The transfer of electricity between states is considered interstate commerce, and electric grids spanning multiple states are therefore regulated by the Federal Energy Regulatory Commission (FERC). The voluntary creation of RTOs was initiated by FERC Order No. 2000, issued on December 20, 1999.
